After a weaponized virus kills 40,000 of the city's inhabitants, 1,400 of them inexplicably become reanimated. The walking dead are interred in a crumbling ghetto while authorities go to court to determine if they should be destroyed.

The walking dead seem to be little more than mindless automatons until one of them spray paints an enigmatic message on a ghetto wall.

Troubleshooter Draven is sent inside to find her and bring her out. But going among the Rotties is fraught with danger, especially when his name is on the lips of the dead.
